  • 1 cup Swarna Chakki Atta
  • 1 teaspoon fennel seeds
  • 1/4 teaspoon green cardamom powder
  • 1 pinch salt
  • 1/2 teaspoon baking powder
  • 8 to 11 tablespoons water
  • oil for deep frying
